Fuel Tax
Three toll systems (PrePass, Bestpass, E-ZPass), one federal fuel-tax system (IFTA), and four states that charge you EXTRA per mile just to drive through. The right transponder saves $1,500-$3,000/year in fees and skips half your weigh stations. The wrong one — or none — costs you an extra 15% on tolls plus fines.
Three toll systems + one fuel-tax system + four rogue states
Confusion between these systems is the #1 reason new carriers overpay in year one. Tolls (charged per bridge, tunnel, or highway segment) are separate from fuel tax (IFTA, charged per gallon based on where you burn it) and separate again from weight/mile taxes (four states that additionally charge per-mile just to exist there). Each has its own registration, its own payment method, and its own fines.
PrePass vs Bestpass vs E-ZPass — different products, overlapping coverage
PrePass
Weigh-station bypass + tollsStarted as a weigh-station bypass service. If your CSA scores are clean, PrePass pre-clears you and you skip weigh stations at highway speed — massive time saver on long-haul runs. The 'Plus' tier adds toll payment through the E-ZPass, SunPass, K-Tag, PikePass, TxTag, and FasTrak networks. Best for long-haul carriers who cross a lot of scales.
Bestpass (now Fleetworthy)
Fleet toll consolidationFounded in 2001 by the Trucking Association of New York, commercial-only from day one. Doesn't do weigh-station bypass — 100% focused on toll management. One monthly bill that consolidates every state's tolls, one contact for disputes, dedicated back-office team. Best for fleets that hate reconciling 6-10 separate toll invoices monthly.
E-ZPass (state-issued)
Cheapest optionNot a company — a consortium of state toll agencies. Get it directly from a state (NY, PA, NJ, MA, VA, FL, GA, etc.) for near-zero monthly fee. Coverage extends from Maine to Miami as of 2026. The downside: you have to know which tag will discount which highway (some states honor foreign E-ZPass tags at higher rates than local ones), no consolidation, no dispute back-office. Best for single-region operators (Northeast-only, Midwest-only).
Weigh-station bypass — real time savings, real requirements
A 15-minute wait at a busy weigh station happens 3-5 times on a cross-country run — that's an hour lost. PrePass and its competitor Drivewyze use RFID + CSA score data to pre-clear your truck; you get a green light at the transponder and drive by at highway speed. Roughly 98% of scales in the US participate.
If any of your CSA basics (Unsafe Driving, HOS, Vehicle Maintenance, etc.) exceeds the threshold, PrePass automatically flags you 'not bypass eligible' — you get a red light and pull into the scale like everyone else. Bypass privileges are re-evaluated monthly. This is a hidden reason to challenge every roadside violation via FMCSA DataQs.
IFTA — how quarterly fuel tax actually works
IFTA reallocates fuel tax between states based on where you drive vs where you buy fuel. Every quarter (Jan-Mar, Apr-Jun, Jul-Sep, Oct-Dec) you report two numbers per state: (1) miles driven, (2) gallons purchased. The IFTA system auto-calculates whether you owe extra fuel tax to some states (drove more miles than you fueled) or are owed a refund from others.
- Track every state mile + every fuel receipt. ELDs auto-log state miles. Fuel cards auto-log purchases by state. Manual tracking works but a $30/month ELD (Motive, KeepTruckin+) beats a paper log book for accuracy and audit-proofing.
- File the quarterly return in your home state. Deadlines: April 30, July 31, October 31, January 31. Late filing = $50 or 10% of tax due (whichever greater), plus interest. Most home-state DMVs have an online IFTA portal — 30 min per quarter if your data is clean.
- Pay what you owe (or receive refund). For a typical carrier who fuels mostly in low-tax states (Missouri, Texas) but drives through high-tax states (Illinois, Pennsylvania), the quarterly bill is usually $200-$800. Fueling in tax-heavy states while driving tax-light ones = refund quarter.
- Keep receipts + ELD data for 4 years. IFTA audits are random and pull 4 years back. Missing fuel receipts = the auditor assumes zero fuel purchased in that state, which means MAX tax owed for miles driven there. Cloud-store every receipt + monthly ELD export.
Kentucky, New Mexico, New York, Oregon — the weight/mile-tax states
These four states charge an ADDITIONAL per-mile tax on trucks 26,000+ lbs, ON TOP of the fuel tax you already pay via IFTA. Each has its own registration portal, its own permit, its own quarterly filing. Miss any one and the first weigh station or roadside inspection in that state issues a $500-$2,500 fine plus a citation that stays on your CSA record.

Oregon deliberately does NOT charge fuel tax at the pump — they collect via weight-mile tax exclusively. If you enter Oregon without a valid Oregon weight-receipt or trip permit, the first Port of Entry (weigh station) fines you $500-$2,500, holds your truck, and requires cash or credit-card payment before releasing. Which transponder(s) to buy — decision matrix
1-3 truck operation, long-haul (all 48)
Best combo: PrePass Plus (~$20/mo/truck). One transponder covers both toll payment AND weigh-station bypass. Skip Bestpass — you don't have enough tolls per truck to justify the fleet-consolidation value. Consider a state E-ZPass on top only if you're rolling I-95 constantly (some NE tolls give a bigger local-E-ZPass discount than PrePass Plus network rate).
5+ truck fleet, mixed lanes
Best combo: Bestpass (~$18/mo/truck) for toll consolidation + PrePass or Drivewyze for weigh-station bypass. The single monthly toll invoice from Bestpass saves your back-office 2-4 hours per week reconciling 6-10 state invoices. At 5+ trucks, the accounting savings exceed the extra $10-15/truck vs a state-E-ZPass patchwork.
Regional-only (Northeast, Midwest, or SE)
Best: state E-ZPass direct from NY, PA, or FL DMV. Near-zero monthly fee, covers 20 states as of 2026. If you never cross into TX, CA, or west of the Mississippi, state E-ZPass gets you 85-90% of the coverage of PrePass Plus for 20-30% of the annual cost. Skip PrePass unless you actively want weigh-station bypass.

- Border weigh station where interstate trucks must stop for weight, permit, and tax verification.

- Temporary permit allowing a single trip through a state where you're not permanently registered — used by carriers who rarely enter that state.
- Consolidated invoice
- One monthly bill that combines toll charges from every state's toll authority into a single statement.
- State E-ZPass tag
- A transponder issued by one specific state (NY, PA, MA, etc.). Works in all 20 E-ZPass network states but may not receive local discounts in others.
