ELD — the federal rule you cannot opt out of
FMCSA requires an Electronic Logging Device on every commercial vehicle over 10,001 lbs that crosses state lines. Paper logs became illegal on December 16, 2019. The ELD auto-records Hours of Service (drive/rest/on-duty/off-duty), truck location, engine hours, and miles driven. Every roadside inspection pulls this data — and mismatches (driver said 'off duty' but engine was running) become CSA violations that cost you insurance premium.
Modern ELDs (Motive, Samsara, Geotab) evolved from log-book replacements into full fleet-ops platforms. They also handle: IFTA auto-reporting (state miles + fuel), GPS tracking (real-time truck location), DVIR (driver vehicle inspection reports), maintenance alerts (engine faults, oil change reminders), dashcam integration (front + driver-facing), driver scorecards (hard braking, speeding, idle time), fuel usage analytics. The compliance function is $5-10/mo of value; the rest is $20-35/mo.
Motive vs Samsara vs Geotab — the three that matter
There are 60+ FMCSA-certified ELD providers. Three of them handle the vast majority of the market: Motive (formerly KeepTruckin), Samsara, and Geotab. Each targets a different fleet size and philosophy. Below are the real 2026 differences — pricing, contracts, and where each one actually wins.
Motive (formerly KeepTruckin+)
Small-fleet friendlyRebrand of KeepTruckin+ — same platform, cleaner UI. Aggressive on 1-5 truck onboarding: fast quotes, sometimes waives the first year of hardware cost. AI-powered dashcam (Motive Vision) is genuinely good at flagging risky behavior in near-real-time. Downside: customer support is US-based but has waits when things break. Best for small carriers who want a full platform without enterprise sales cycles.
Samsara
Enterprise-gradePublicly-traded, biggest enterprise install base. Hardware is the most polished on the market — dashcam (CM32) has more training data than any competitor because they've had it in the field longest. Best-in-class analytics and integrations with TMS/dispatch software. Contract-lock (3-5 year mandatory) is the tradeoff — no monthly options. Best for fleets of 25+ trucks where the polish and integrations pay back the contract commitment.
Geotab
Small fleet + enterprise featuresSold through a partner channel (not direct-to-fleet). Pricing depends on which reseller you buy from — some resellers waive hardware costs, others don't. The platform itself is enterprise-grade (used by governments and Fortune 500 fleets) but scales down to 1-5 truck operations. Best for owner-ops or small fleets who want everything Samsara has but at a lower price point and shorter contract.
CSA scores — the public number that decides your insurance premium
FMCSA scores every carrier on 7 BASICs (Behavior Analysis Safety Improvement Categories). Scores are publicly visible on safer.fmcsa.dot.gov. Insurance underwriters pull them at every renewal. Cross above a threshold in any BASIC and your renewal premium jumps 20-100%, or the insurer non-renews you entirely. It is the single most-controllable factor in your annual insurance bill.

Every roadside inspection violation can be challenged via FMCSA's DataQs system (dataqs.fmcsa.dot.gov) at zero cost. Most challenges succeed if you have documentation (dashcam footage, maintenance receipts, ELD data). A single removed 'brake out of adjustment' violation can drop your Vehicle Maintenance BASIC by 3-8 percentage points AND stay off your insurance underwriter's report. Challenge every disputable violation, every time.
DVIR — the pre-trip inspection that catches CSA violations before they happen
Driver Vehicle Inspection Report — a federally-mandated checklist the driver completes at start of shift (pre-trip) and end of shift (post-trip). Every ELD platform has a digital DVIR feature. The whole point: catch a bad tire, dim headlight, or brake issue in your yard, before you enter a highway and a DOT inspector catches it — a self-caught issue = zero CSA points; the same issue at a roadside inspection = 3-6 points.
Maintenance — the number to save $0.15/mile for
A single truck runs ~110,000-130,000 miles/year. At $0.15/mile that's $16,500-$19,500/year in maintenance — and that's the AVERAGE. First-year owner-operators often skimp on preventive maintenance, then take a $12,000 engine repair bill in year two. Reserve the money every settlement, don't hope for the best.

Driver retention — the 90% industry problem
US trucking has an annual driver turnover rate near 90-95% at large fleets. It is the single biggest hidden cost in a growing fleet. Recruiting + training + orientation + productivity ramp = $5,000-$10,000 per lost driver. If you're running 10 trucks and half your drivers leave each year, that's $25K-$50K per year in pure attrition cost, before you count the loads you couldn't cover during the transition.
- Pay above regional median. Cheapest way to reduce turnover 20-30%. Regional median is publicly available (ATA, ATRI reports). Being $0.02-$0.04/mile above median doubles your driver-retention rate at scale.
- Consistent home time. The #1 reason drivers leave — 'promised home every weekend, got home every 3 weeks.' If you can't guarantee something, don't promise it. Under-promise and over-deliver on home-time and drivers stay 2x longer.
- Modern equipment. Trucks 3+ years old vs new: retention drops 15-25%. Drivers know when they're sitting in the worst-equipped truck in a lot. If you can't buy new, at least keep interiors clean and fix broken AC + APU immediately.
- Respect the dispatcher relationship. Drivers quit dispatchers, not carriers. A dispatcher who calls at 4am with a bad load, threatens firing over refused loads, or lies about miles — burns out drivers within 6 months. Train dispatch to treat drivers as adults.

- Compliance, Safety, Accountability. FMCSA's public safety scoring system, 7 BASICs with intervention thresholds.
- BASIC
- Behavior Analysis Safety Improvement Category. One of the 7 CSA measurement areas (Unsafe Driving, HOS, Vehicle Maintenance, etc.).

- Auxiliary Power Unit. Small engine or battery that powers cab HVAC + electronics when the main engine is off (during 10-hour rest).
